Penn Dayton Badgley 1 November 1986, Baltimore, Maryland, USA Born in Baltimore, Maryland, Badgley split his childhood years between Richmond, Virginia. and Seattle, Washington. In Seattle he was involved in the Seattle Children's Theater and did voice-overs for a children's radio station. It was through these experiences that Badgley discovered his love of acting. This passion brought him one summer to Hollywood, where he landed an agent and his first big break guest-starring on "Will & Grace" (1998). After relocating with his mother to Los Angeles, Badgley secured several recurring roles on "The Young and the Restless" (1973), "The Brothers Garcia" (2000), and "Daddio" (2000).Badgley currently lives in Los Angeles. At the age of 14, Penn completed his California High School Proficiency Exam and began attending Santa Monica City College. Also musically gifted, he enjoys singing, writing, and playing the guitar. In his spare time, Badgley likes to go surfing, skiing and snowboarding.

Unlike Penn Badgley, Kelly Osbourne claims that when it comes to Halloween costumes, she's never messed up too badly and has never actually dressed up in one that she regrets. But while the "Dancing With the Stars" contestant wasn't quick to dish on her own past costume choices, she was happy to rat out her brother, Jack.
"I always do pretty cute, girly things. I've never been anything quite disastrous," she told MTV News. "But my brother was a hot dog last year." [Editor's note: Jack was actually a taco, not a hot dog.]
With only a few days left until the big day and her busy "Dwts" schedule to keep her occupied, Kelly doesn't have much longer to decide what to be this year. But given where she'll be spending the holiday, perhaps she'll end up being a Playboy bunny. »

Penn Badgley is arguably a pretty good-looking guy with a pretty hot girlfriend, his "Gossip Girl" co-star Blake Lively. But as it turns out, the actor hasn't always come up with the best ideas for Halloween costumes. In fact, one year his idea was so bad there wasn't a girl in sight who was willing to chat him up.
"I was 14 years old and ... went to [Burbank, California, costume shop] Cinema Secrets and I got a big old prosthetic scar and blood dripping from my face done so that it looked really nice," he said. "It was the worst idea ever because it turned off literally every girl at the party."
It was an experience that seems to have stuck with the 22-year-old all these years later. »
